Thailand: 18 new EEC industrial estate plots

The state-run Industrial Estate Authority of Thailand (IEAT) plans to promote 18 plots spanning 35,788 rai in the Eastern Economic Corridor (EEC) as new industrial estates.

The IEAT expects its board of directors to approve all 18 plots in August, said governor Somchint Pilouk.

Of the soon-to-be industrial estates, eight locations are in Chachoengsao, six are in Chon Buri and four are in Rayong.

Major industrial estate operators include Amata Corporation and WHA Corporation.

“The plots support new investment flows in EEC locations and the 12 S-curve industries with an eco-friendly concept,” Ms Somchint said.

The IEAT has signed a management agreement with Rojana Industrial Park to establish Rojana-Chon Buri 2 Industrial Estate (Khao Khan Song) on 900 rai in Sri Racha district.

Rojana will spend 2.1 billion baht on the project, while both parties will manage the industrial estate.

Ms Somchint said the new estate is in the process of an environmental impact assessment, anticipating approval from the Natural Resources and Environment Ministry later this year.

“Rojana will develop the land in roughly one year and the Rojana-Chon Buri 2 Industrial Estate will begin operating in 2021,” she said.

The project will connect Thailand’s logistical routes: Chon Buri motorway, Burapha Withi expressway, Laem Chabang port and Suvarnabhumi airport.

The IEAT expects to attract new investment flows worth 6 billion baht and create roughly 10,000 jobs through the project.

The Rojana-Chon Buri 2 Industrial Estate is the second project that the IEAT will be co-managing with Rojana. The first location is on 843 rai in Laem Chabang, Chon Buri.

“Rojana owns the whole project in Laem Chabang, while IEAT is the cooperating partner,” Ms Somchint said. “All industrial lands are expected to be sold by 2021.”

The IEAT operates 55 industrial estates in 16 provinces on 110,564 rai.

Of the land, 89,100 rai has been sold or leased while 21,464 rai is available for sale or lease.

Ms Somchint said the third phase of Map Ta Phut port, one of five megaprojects under the EEC scheme, has been delayed from signing contracts by the end of June.

“The fourth round of public hearings with local communities is being conducted,” she said. “The last stage will seek approval from the Marine Department. All procedures have to be complete by July.”

The IEAT will then propose the final conclusion to the new industry minister and the new cabinet for approval.

PTT Tank Terminal and Gulf Energy Development formed a consortium and submitted bid envelopes for the third phase of Map Ta Phut seaport, worth 55.4 billion baht.

The consortium won the Map Ta Phut bid, with PTT owning a 70% stake and Gulf the rest.
