Philippines: DOF recruiting staff to craft economic recovery program

MANILA, Philippines — The Department of Finance (DOF) is recruiting individuals to help in crafting a bounce-back plan for the domestic economy once the coronavirus disease 2019 (COVID-19) pandemic is under control.

In a statement, Finance Assistant Secretary Antonio Lambino said the DOF’s Strategy, Economics and Results Group (SERG) is currently building a team which will be tasked to support economic managers in coming up with a recovery and stimulus plan for the Philippines.

“There is so much we all need to do to help each other get back on our feet. A crucial part of our national recovery effort is crafting and implementing a bounce-back plan for our economy,” Lambino said.

Lambino said the DOF needs “purpose-driven, results-oriented, and dedicated workers who are passionate about the effective and efficient delivery of government programs and services to the Filipino people.”

He said the team’s tasks would include coordinating with other government agencies and stakeholders in providing relief to low-income households.

The team will also contribute to the government’s goal of ushering inclusive growth, creating jobs and reducing poverty under a “new normal,” post-pandemic scenario, he added.

Lambino said this would require raising resources through better expenditure management, improved tax policy, better tax administration, effective debt management and other measures.

 “To achieve these objectives, we need a combination of technical specialists and effective communicators: people who listen well and engage effectively with all kinds of stakeholders; build coalitions for change; recast complex jargon into popular language; while also bringing ideas of stakeholders to the attention of policymakers,” Lambino said.

Finance Secretary Carlos Dominguez earlier said the economic bounce-back plan was among the four pillars of the Duterte administration’s socioeconomic strategy against COVID-19.

The major components of this recovery plan is the Build Build Build program, provision of emergency support to vulnerable groups, gathering of resources to fight COVID-19, and the implementation of fiscal and monetary actions.

Dominguez said this socioeconomic strategy involves P1.49 trillion worth of fiscal, budgetary and monetary measures.
