Myanmar: Yangon government to issue permits to vehicles registered in the city

The Yangon regional government will give a permit to vehicles which are entrusted to smelting factories and which have a Yangon address, Daw Nilar Kyaw, regional minister of electricity, industry, transport and communication said.

Under the former government, the authorities issued an instruction that car owners must entrust their vehicles to the Road Transport Administration Department (RTAD) if their cars are more than 20 years old. The domestically-manufactured cars must be entrusted if they are more than 10 years old.

Upon entrusting the vehicles to the RTAD, the owners received a slip which served as an evidence of the entrustment. This slip allows the recipient to important another vehicle. If the vehicles are registered in Yangon Region, RTAD give a Yangon license to the new vehicles.

For other states and regions, the owners must entrust to the related RTAD in the respective regions and register them accordingly.

However, some owners changed their registration to Yangon Region before they sent the vehicles to smelting factories. Thus, their vehicles became registered in the city.

“I heard that the RTAD is issuing Yangon slips to cars which are not originally from Yangon. These cars have entered the city ‘unofficially’ and it can cause traffic congestion,” said U Yang Aung, MP representing Mingalar Taung Nyunt township.

Before 2011, the number of cars was compatible with the capacity of roads in the city. But since then, the number has increased and the road infrastructure has not caught up with the rise of cars. Hence, the roads are packed with cars and traffic jams present a problem.

The parliamentarian said that those cars who switched their registration to Yangon have made the city’s traffic much worse.

Normally, the RTAD should allow the vehicles to switch to Yangon address. But the issue is that taxis and private cars are changing their address to Yangon. The Yangon government should check which vehicles have entered the region without going through the proper channels, he added.

The former Yangon Region government stated that the RTAD would accept the change of registration address if the vehicles have a parking recommendation letter since January 2015. But this programme was cancelled start from April last year.

Daw Nilar Kyaw said that the government is investigating any misuse of the system and will discuss with the Union-level minister. The Yangon government will offer permits to vehicles which are entrusted from Yangon Region to import new ones.
