Laos and Vietnam have agreed to cooperate in the field of digital information technology after reaching an agreement in Vientiane on Tuesday at the Lao Blockchain Forum.
The two parties also agreed to work together on the Open Source Software Research and Development Project on the development of a Lao language system by utilising open source localisation and software licensing to administer the initiative.
The agreement was signed by the Director General of the Department of Digital Technology under the Ministry of Science and Technology, Mr Keonakhone Saysyliane, Director General of the Department of Planning and Cooperation, Mr Khamphet Vongdala, and Chairman of Lina Network Joint Stock Company (LNJSC), Mr Vu Truong Ca, and witnessed by Minister of Science and Technology, Prof. Dr Boviengkham Vongdara.

Under the agreement, the two parties will implement the agreed areas of cooperation by joint participation in research projects involving Blockchain technology in Laos. This aims to encourage capacity building and human resource development and the establishment of a Blockchain research and development centre under the ministry.
Speaking at the signing ceremony, Prof. Dr Boviengkham Vongdara said “Under the agreement, we will learn about the new technology that will change the economic landscape in these digital areas.”
Also under the agreement, the Vietnamese company LNJSC will provide scholarships for Lao government officials to continue their studies in Vietnam in digital technology as well as the company sending experts to Laos to conduct training, he said.
Both delegations agreed to follow up with respective authorities to report the results of discussions and areas of collaboration in order to obtain support and approval for future cooperation.
They also agreed to have further discussions on memorandums of understanding for each agreed area of cooperation. They will also share documents and collaborate in the translation and publication of scientific papers.
This cooperation would help to strengthen the traditional friendship, special solidarity and comprehensive cooperation between the two parties, states, and peoples, officials said.
