Cambodia: MPTC finalises more draft laws, policies on cybersecurity, posts

The Ministry of Posts and Telecommunications (MPTC) has finalised two laws and two policies in addition to key existing applicable policies.

The Ministry has also forwarded these documents to relevant ministries and institutions for their inputs for the development of the digital and posts sectors in the country, according to a press release by MPTC on Friday.

MPTW has developed legal documents based on Cambodia digital economy and society policy, digital government policy and posts sector development policy.

The draft finalised includes the draft cybersecurity law and draft postal service law.

The ministry also finalised the draft personal data law. The draft postal service law and the national digital development policy have also been forwarded to the economic and financial policy committee.

The Posts and Telecommunications Ministry has also been drafting the cloud first policy in cooperation and consultation with some well-known technology firms.

“To maintain our day-to-day operations and mitigate the impacts of the pandemic, the government, enterprises, academia and individuals have been forced to change traditional ways of working, communicating and learning to online activities that are more vulnerable to cyber attacks,” Minister of MPTC Chea Vandeth said.

Ou Phannarith, Director of Information and Communications Technology (ICT) Security of MPTC, said there are many standards of cybersecurity to comply with such as national, industry, regional and international standards. “As a regulator, we will design our regulations that benchmark the international practices that are aligned with industry and national ones,” said Phannarith.

Tan Khee Meng, President of the Malaysian Business Chamber of Cambodia (MBCC), told Khmer Times about some strategies and techniques shared by experts, saying that firstly, business owners and top management must pay high attention by listing cybersecurity is the top priority that needs financial investment to prevent financial loss.
