Cambodia: Land checking system goes online

Buying and selling land is going to be easier soon with an online system to check ownership and rights.

It was announced by the  Ministry of Land Management, Urban Planning and Construction and Ministry of Economy and Finance to deal with cadastral, or land deeds.

The inter-ministries directive number 1414 was signed by Deputy Prime Minister and Minister of Economy and Finance Aun Pornmoniroth, and deputy prime minister and minister of Land Management, Urban Planning and Construction Chea Sophara on Dec 24. and came into effective from Jan 1.

It allows the Land Management Ministry to collect revenue to the national coffers for providing services regarding the so-called Cadastral Information check electronically. The revenue collection conducted through the banking institution and the Ministry’s financial partners.

The directive added that a $5 fee will be charged per online transaction for cadastral information. Nanks and microfinance systems will receive the service free.

This online platform is to help local people check the ownership of  land, which is vital if it is going to sold or pawned.

It will help customers to see the size of any land, its ownership and precise location to avoid disputes.

“Customers who want to use the cadastral information service online can call or ask for more information from the Department of Land Management, Urban Planning and Construction in the capital, any city or province, or at the One Window One Service (personal advice system,” the directive said.

Lor Davuth, director general of the General Department of the Cadastral and Geographic Department of the Ministry of Land Management, Urban planning and Construction, told Khmer Times that it would make life easier for buyers and sellers of land.

He said it is fast, quick and saves time because people will not need to travel to the ministry to check land information.  The online system will also build trust for all customers because it shows the identity of the owners, land identification, prevents fake land titles and puts minds at rest when during the sale and purchasing of property.

“This system can be used for either Cambodians or foreigners but the users must know Cambodian language,” Mr Lor added.
