Laos, other nations share lessons on cooperative policy development
Department of Rural Development and Cooperatives, under Ministry of Agriculture and Forestry on Monday, shared a brainstorming session with experts from China, Japan, Thailand, and Vietnam looking at improving policies to support Lao cooperatives, farmers and socio-economic development.
The ‘Brainstorming Meeting on the Draft Decree on Groups and Cooperatives’ video conference aimed to summarise lessons learnt and share ideas with other countries on content for the government’s decree (improved version), especially policies that promote and develop sustainable cooperatives.
The outcomes of the meeting will also be reported to the Office of the Prime Minister.
Reporting on national development and policy support, Acting Director General of Department of Rural Development and Cooperatives, Mr Khamouan Khamphoukeo told the meeting that on March 5, 2010, Laos issued Prime Minister’s Decree on Cooperatives No. 136, followed on September 25, 2014, by Agreements of the Minister of MAF No. 2983, 2984, and Guideline No.1954/DAEC on June 16, 2014.
Mr Khamouan pointed out that presently the Ministry of Agriculture and Forestry and other ministries deal with improving the new PM Decree on Cooperatives and this will be the base is for developing the Agriculture Cooperative Law in 2023.
The Acting Director General explained further improvements to the cooperatives decree would be made to enhance the establishment of a centralised and uniform Agriculture Cooperative Law throughout the country.
This would be done to clearly determine the principles, rules and measures in the organisation and activities of groups and cooperatives such as agricultural efficiency.
The decree would ensure the government’s promotion policy for the organisation of cooperatives was inclusive, clear and consistent with the real-world situation and can be implemented continuously.
Mr Khamouan added the new structure of the decree would consist of nine parts with 71 articles which related to agricultural production groups and cooperatives, their promotion, as well as the rights and duties of the organisations.
