Indonesia: Government in talks to create supporting regulations for omnibus jobs bill

The government is preparing derivative regulations that will support the implementation of the omnibus bill on job creation once the bill is passed into law, a senior minister has said.

Coordinating Economic Affairs Minister Airlangga Hartarto said on Thursday that the regulations would consist of 36 government regulations and seven presidential decrees.

He said discussions on the regulations would be carried out simultaneously with the deliberations of the omnibus bill at the House of Representatives.

“All related ministries and government institutions are working on the regulations’ drafts and the implementation will then be adjusted to the paragraphs the House agrees upon [in the bill’s] deliberations,” Airlangga told the press in Jakarta.

The government proposed the 1,028-page bill to the House as part of its efforts to cut red tape and improve the ease of doing business as it struggles to attract extra investment to boost economic growth.

Once the bill is passed into law, the government will ask regional administrations to revise their regulations, in particular those concerning business operations, licensing and sanctions in an effort to harmonize bylaws with the omnibus law, he continued.

“The Home Affairs Ministry is currently analyzing which regional regulations need to be revised to be brought in line with the omnibus bill on job creation,” said Airlangga.

At the same time, the ministry is also working to analyze regional regulations that could hamper investment growth and job creation.

“The government will only harmonize the norms, standards, procedures and criteria of regional regulations in line with the omnibus law,” he said.
