Cambodia: National digital economic and social team set to aid growth
Cambodia has formed a National Digital Economic and Social Council as a new source of productivity and efficient economic growth.
His Majesty King Norodom Sihamoni of Cambodia signed a Royal Decree dated Sept 7 to establish it.
Prime Minister Hun Sen is chairman of the council, which is effective from the signature date onward.
The council has a deputy prime minister as the permanent deputy chairman and five ministers from the Ministry of Interior, Ministry of Defence, Ministry of Economy and Finance, Ministry of Industry, Science, Technology and Ministry of Posts and Telecommunication also act as deputy chairmen.
In addition, ministers from 20 ministries, a representative of the National Supreme Economic Council and the governor of the National Bank of Cambodia are members.
“The National Digital Economic and Social Council has key roles and responsibilities related to digital economic and social development, such as setting a vision and principles, orienting, advising, mobilising financial resources, technical, human resources and promoting law enforcement,” read the Royal Decree.
The council can add members from heads of institutions and they have to be announced by sub-decree.
The council is required to hold meetings every six months or extraordinary meetings if considered necessary.
The council has three committees – the Committee of Digital Economic and Business, the Committee of Digital Government and the Committee of Digital Security.
A digital technology consulting group, composed of relevant parties from development partners, research centres, the education sector and the private sector, is tasked to provide policy consultation and cooperation for the council.
The council was formed after the formal paper “Digital Economy and Social Policy Framework of Cambodia 2021-2035” was officially launched by the government in June.
It identifies the digital sector as a new model of economic growth responsive and resilient to changes in economic structure, development and international trade.
Cambodia has set out a vision titled: “Building a vibrant digital economy and society by laying the foundations for promoting digital adoption and evolution in all sectors of society, the state, the people and the business community.”
The government says that building the digital economy as a new source of economic growth will increase productivity and economic efficiency, while improving the well-being of the Cambodian people.
