Cambodia: Form D issuance services launched
The Ministry of Commerce on Saturday held a ceremony in Kratie to mark the launch of D form issuance services in the provincial commerce departments of Tboung Khmum, Kratie, Stung Treng and Mondulkiri.
The government says delegating the issuance of the ‘D form’ of the certificate of origin to provincial authorities facilitates trade with neighbouring nations and plays an important role within plans to increase economic connectivity in Cambodia-Laos-Vietnam Development Triangle Area (CLV DTA).
The ceremony, held at Kratie’s Ly Cheu Hotel and presided over by Ministry of Commerce Pan Sorasak, was attended by high-ranking officials from the four provinces.
A certificate of origin is an official document used to certify that a product was wholly produced or manufactured in a country. It is generally a key document required by buyers.
Minister Sorasak said allowing provincial authorities to issue the form enhances cooperation between national and provincial authorities that promotes sustainable economic development.
“We decided to launch the services in Tboung Khmum, Kratie, Stung Treng and Mondulkiri because these provinces are in the Cambodia-Laos-Vietnam Development Triangle Area. Reducing the economic and development gap and poverty rates in this area is a priority.
“Authorities in these provinces now also have the responsibility to efficiently and transparently manage and implement the D Form issuance system to facilitate the activities of exporters of agricultural products and avoid delays and gridlocks,” Mr Sorasak said.
Since 2017, the Ministry of Commerce has been delegating the issuance of D forms for certificates of origin to provincial departments of commerce across the country arguing that it will facilitate business activity and exports, and save time and money to companies.
The scheme also includes Pailin, Battambang, Banteay Meanchey, and Oddar Meanchey, as well as two special economic zones in Svay Rieng province.
Agricultural exports to Asean through the D form have grown from $728 million in 2016 to $1.4 billion last year, according to the Ministry of Commerce.
