Cambodia: ‘Digital Community System’ launched to shield Internet users
To provide a firm and secured base to qualified individuals in the field of information technology, the Ministry of Posts and Telecommunications of Cambodia (MPTC) yesterday launched the Digital Community of Cambodia. The purpose of the system is to provide cover to qualified individuals in the field of digital technology – both domestic and abroad – to sign up for it to get opportunities to develop their professional skills, have job opportunities, share knowledge and experience between experts and discuss and share important information related to policies in the field of communication and information technology.
The announcement of the Digital Community of Cambodia is in line with the digital economy and social policy and supports the implementation of the digital government policy. The Ministry expects all civil servants, private employees, students, intellectuals and the general public with expertise in digital technology to take part in the use of this system.
The Ministry’s undersecretary of State Sophanarith Liv told Khmer Times that the “Digital Community of Cambodia is a new system that MPTC announced for public participation. Although there is a moderate increase in terms of registration now, we hope that the numbers will soar fast by next year.”
“Internet and mobile phone users are increasing in Cambodia at a fast pace,” Liv said, adding, “Mobile internet subscribers have gone to 17.5 million as of September of 2021, a 7 percent increase compared with the same period last year as demand for online services soared. The same applied to fixed internet subscribers: they have crossed 321,000 users.”

Digital Community of Cambodia is a platform to bring together people with a digital bent of mind. It allows an individual to share knowledge and work experience. For students, it will provide an opportunity for the building of a communication network and access to good job opportunities.
According to the Minister Chea Vandeth, there are five mobile service providers in Cambodia – Smart, Cellcard, Viettel, Cootel and SeaTel. Internet service provider (ISP) licences were given to 47 companies. The number of social media users in Cambodia rose by 2.3 million, a 24 percent increase between 2020 and 2021. There were 12 million social media users in Cambodia last year.
