Cambodia: Govt second cash payout starts today
The government will start the second tranche of cash payout for households affected by inflation from today, according to a statement by Prime Minister Hun Sen.
The Prime Minister said that the identified households include those who received the cash payout in the first round, flood-affected households under the social supportive cash programme and the newly identified vulnerable households who have been verified by various communes.
Mr Hun Sen pointed out that the eligible households would receive the cash payout at any of the Wing counters. The payout in the first round focused on households that were severely affected by the floods.
“I would like to affirm that the government has launched the social protective intervention measures during crises to support the people’s livelihood, especially poor households who are vulnerable to risks. It was consistent with the government’s policy and it will continue taking care of their well-being with on-time intervention,” the PM said.
The payout for households depends on the areas—Phnom Penh, provincial towns and rural.
Like the first round, households in Phnom Penh will receive 99,900 riels, while each household member would receive 28,000 riels.
Households and members in the provincial towns would receive 87,300 riels and 24,000 riels respectively, while the identified people in rural areas would receive 81,300 riels and 20,000 riels respectively.
The third-time intervention cash packages will be released on July 10, 2023.
The premier indicated that the vulnerable household members include disabled persons, children under two years, old people above 60 years or more, women as head of the family and those living without husband, etc.
“I release order to sub-national administration at all levels to be highly responsible, taking care of identification and coordination for targeted people to receive the intervention cash on time to assure fairness, equity, integrity and transparency as per the policy of the government,” the Prime Minister said.
The new mechanism is expected to cover up to 0.6 million households or at least 2 million people with a cash package.
Mr Hun Sen announced the new intervention package while delivering his keynote address at the opening of the 14th Cambodia Outlook Conference. Mey Kalyan, Chairman of Cambodia Development Resource Institute (CDRI) which organised the high-level event, confirmed that over 400 participants from the government, embassies, development partners, private sector and NGOs were present.
“The government will continue strengthening and expanding social support and security especially through encouraging people who are part of the informal economy to enter the formal one so that they can receive protections,” said the Prime Minister, adding that the informal business owners need to fulfil requirements to get the intervention cash. The premier said that the intervention by the government through providing cash to households doing informal business is the optimal choice to prevent them from falling into hardships. “We are poor, but we never let our people die,” he said.
