Cambodia: GDT revises patent tax rules for business taxpayers
The General Department of Taxation (GDT) of the Ministry of Economy and Finance (MEF) has set new rules that allow taxable business owners to make payment and print patent tax certificates online in a bid to increase efficiency and develop its information technology to modernise tax systems, according to a statement released by GDT.
The statement pointed out that all types of taxpayers in Cambodia would be able to print their respective patent tax certificate for each of their main business activities from GDT’s E-Payment System—an online tax payment management system—by themselves without approaching any participating banks or tax administration if they pay the patent tax online.
GDT’s statement also indicated that taxpayers would no longer be required to take their tax payment receipts to the enterprise management unit to affix “Revenue Received” stamp to affirm the status of tax payment after they pay taxes on reset taxes or tax debts on full-amount or by-step basis successfully either through the online system or at participating banks.
Khun Darith, Managing Partner of audit, accounting and tax solutions at accountancy and auditing firm K Professional Accountants (KPA), told Khmer Times yesterday that previously taxpayers had been required to make payment of patent tax and print patent tax certificates at any of the branches of tax administration or GDT’s headquarters or commercial banks under MoU with the internal tax authority.
“Now, there is a new option that allows taxpayers to pay patent tax at home or office online without having to go to the tax administration or banks and as soon as the payment is made successfully, they can print the patent tax certificate themselves there from their printers and the printed certificate is considered official or effective, which means they fulfill their tax obligations,” said Darith.
Darith also said participating banks would charge service fee for printing patent tax certificates, but taxpayers would not if they go to have tax administration print the document for them. “I think it is good because taxpayers would be able to save more time as they do not have to travel to those facilities. It is very quick and easy. It is also very efficient,” he said.
The statement signed on Thursday last week by GDT’s Director General Kong Vibol also stated that taxpayers will be charged 4,000 riels if they use the services of a participating bank to print their respective annual patent tax certificate on A4-sized paper format. “I think taxpayers should applause the achievement and it is a new step towards the development of the e-administration system,” Darith said.
